Railway Authorities, GRP Launch Manhunt as Survivor Raises Alarm; Safety and Procedure Violations Under Scrutiny
Deoria, Uttar Pradesh: A 22-year-old NCC cadet preparing for Army recruitment has accused a travelling ticket examiner (TTE) named Rahul Kumar of raping her aboard the Ahmedabad-Gorakhpur Express while the train was en route between Indara and Deoria stations on February 15. The accused has been suspended from duty, and a ₹10,000 reward has been announced for credible information leading to his arrest. Police teams from the Government Railway Police (GRP) and local railway authorities are actively searching for him.
Incident Occurred During Travel Without Confirmed Ticket
According to the survivor, she had travelled from Mau to Gorakhpur after appearing for her National Cadet Corps (NCC) 'C' certificate examination but could not purchase a valid ticket due to the station’s crowd. She reportedly stood in an AC coach when the TTE allegedly offered to arrange a seat after collecting a fine, then took her to a cabin in the AC First Class coach under this pretext and assaulted her. He allegedly threatened to implicate her for travelling without a ticket if she disclosed the incident.
The victim raised an alarm and called the 112 emergency helpline, prompting the accused to flee the train at Deoria station. Upon reaching Gorakhpur, she lodged a formal complaint with the GRP, which transferred the case to the Deoria police jurisdiction. The survivor has undergone a medical examination, and investigators are reviewing CCTV footage, staff duty logs, and witness testimonies to trace the accused.
Railway Safety and Procedure Violations Under Scrutiny
Railway officials mentioned that TTE duties include ticket checking, fine collection, and issuing valid tickets before directing passengers to appropriate coaches. Escorting passengers to private cabins, particularly individuals without valid tickets, violates authorised procedures. The case has raised public concern about routine supervision, staff monitoring, and safety protocols for women travelling alone on trains.
“We have formed multiple teams to locate the accused. He will be arrested soon. Strict action will be taken under the law,” said GRP Superintendent of Police Laxminivas Mishra.
The incident has sparked widespread outrage online, with advocates and commentators demanding stricter monitoring of railway staff, installation of surveillance cameras in coaches, and mechanisms enabling women travellers to seek help. Experts have also called for systemic reforms including enhanced staff background checks, trauma-informed policing, and legal support for survivors.
