Bengaluru: The newly formed Karnataka government led by D.K. Shivakumar has officially completed the allocation of portfolios among its cabinet ministers, ending days of intense speculation and political discussions over the distribution of key departments. The allocation has drawn significant attention across the state, particularly with Priyank Kharge being entrusted with the influential Home Department, a move that has emerged as one of the most talked-about decisions of the new administration.
The portfolio distribution comes shortly after 13 legislators were sworn in as cabinet-rank ministers in the D.K. Shivakumar government. Following multiple rounds of consultations and internal deliberations, the Chief Minister finalized the allocation of departments and forwarded the list to the Governor for approval. The official gazette notification is expected to be issued after the Governor’s endorsement.

Chief Minister D.K. Shivakumar has retained some of the most significant portfolios, including the Finance Department, Department of Personnel and Administrative Reforms (DPAR), and several other key responsibilities. The allocation effectively ends uncertainty surrounding crucial ministries such as Home Affairs, Water Resources, Public Works, Bengaluru Development, Industries, and Revenue.
Political observers view the portfolio distribution as a strategic balancing act aimed at ensuring administrative efficiency while accommodating the aspirations of senior leaders within the ruling establishment.
Priyank Kharge Home Department
The most notable decision in the cabinet reshuffle is the allocation of the Home Department to Priyank Kharge. Along with Home Affairs, he has also been assigned the Information Technology and Biotechnology Department. As Home Minister, Kharge will oversee law and order, police administration, internal security, and key governance functions related to public safety.
The decision is being widely viewed as a significant vote of confidence in Kharge’s leadership abilities and administrative experience.

Deputy Chief Minister Dr. G. Parameshwara has been assigned the Revenue Department along with Youth Empowerment and Sports. Interestingly, Parameshwara, who previously served as Karnataka’s Home Minister, has now been entrusted with one of the state’s most critical administrative departments.
Several ministers have also been assigned portfolios they previously handled in earlier governments, signaling continuity in governance and policy execution.

K.J. George has been given charge of the Energy and Tourism Departments, while M.B. Patil will oversee Large and Medium Industries. Satish Jarkiholi has been assigned the Public Works Department, one of the state’s most important infrastructure-related ministries.
Krishna Byre Gowda has secured the Bengaluru Urban Development portfolio, placing him at the center of planning and executing development projects in Karnataka’s capital city. The department plays a crucial role in shaping urban infrastructure, transportation planning, housing projects, and civic development initiatives.
Ramalinga Reddy has been assigned the Water Resources Department, a portfolio that carries major responsibilities concerning irrigation projects, water management, and resource development across the state.

One of the most closely watched contests during the portfolio allocation process involved the Bengaluru Urban Development Department. Both Krishna Byre Gowda and Ramalinga Reddy were reportedly keen on securing the influential portfolio due to its significance in shaping the future of Bengaluru.
Sources indicate that Ramalinga Reddy made strong efforts to obtain the department and was deeply invested in the negotiations. However, after discussions led by Chief Minister D.K. Shivakumar and senior party leadership, Krishna Byre Gowda ultimately secured the portfolio, while Ramalinga Reddy was entrusted with the Water Resources Department.
The final allocation is expected to provide stability to the new administration and enable ministers to begin implementing their policy priorities immediately.
