New Delhi: Prime Minister Narendra Modi on Saturday delivered a national address after a women’s reservation-linked constitutional amendment bill failed to secure the required two-thirds majority in the Lok Sabha. In a strongly worded speech, he accused opposition parties of celebrating the denial of women’s rights and promised that his government would continue fighting for greater representation for women.

Modi said despite the government’s “best efforts,” the amendment could not be passed and sought forgiveness from the women of the country.
“I apologise to all mothers, sisters and daughters of the nation,” he said, adding that women’s aspirations had been blocked by political interests.
Sharp Attack on Opposition Parties
The Prime Minister directly criticised parties including Indian National Congress, Dravida Munnetra Kazhagam, All India Trinamool Congress, and Samajwadi Party, accusing them of placing party interests above national interest.
He alleged that while the government was pushing for women’s empowerment, the opposition celebrated the bill’s defeat.
What Happened in Parliament
The proposed amendment bill, linked to early implementation of women’s reservation and delimitation changes, received 298 votes in favour and 230 against, but needed 352 votes (two-thirds of members present and voting) to pass.
Because it failed to cross the constitutional threshold, the measure was defeated in the Lok Sabha.
Modi’s Promise to Women
Modi said the defeat was only temporary and insisted the government remained fully committed to women’s political empowerment.
“Just because we lacked the numbers does not mean we have lost,” he said, promising to clear future hurdles.
