Three-day agitation from April 21–23 in Delhi to demand minimum wages, permanent status, pension, and legal benefits under national law


New Delhi: In a major nationwide mobilisation, Anganwadi workers and helpers are set to stage a three-day protest at Jantar Mantar from April 21 to April 23, demanding minimum wages, permanent employment status, and social security benefits.


The protest is being organised under the leadership of the Anganwadi Workers and Helpers Federation, affiliated with the All India Trade Union Congress.


Key Demand: From Honorarium to Minimum Wage
At the heart of the agitation is a long-standing demand to replace the honorarium-based payment system with structured wages under the Minimum Wages Act.

Workers argue that despite decades of service under the Integrated Child Development Services scheme, they continue to be denied fair compensation and legal employment rights.

Push for Permanent Status and Legal Benefits
Protest leaders are urging the Central Government to recognise Anganwadi workers as full-time employees, in line with directions linked to the Supreme Court of India.


Their key demands include:

  1. Permanent employee status (Group C & D)
  2. Implementation of minimum wages
  3. Gratuity and retirement pension benefits
  4. Comprehensive health insurance coverage

Concerns Over Welfare Scheme Implementation
Workers have also raised concerns over the execution of welfare policies, particularly in relation to:

  1. Proper implementation of the ICDS scheme
  2. Avoiding diversion of Anganwadi staff to non-core duties
  3. Ensuring quality nutrition distribution instead of system-based alternatives like FRS
  4. Increased funding support for Anganwadi centres

UGC Directive Faces Opposition
The protest will also highlight opposition to a recent directive by the University Grants Commission, which encourages colleges to adopt Anganwadi centres.


Worker groups argue that this move shifts responsibility away from the government, instead of strengthening the system through direct funding and permanent staffing.


Pan-India Participation Expected
Organisers have confirmed that Anganwadi workers from multiple states will participate in the protest, making it a significant national-level demonstration aimed at drawing the Centre’s attention.

“We have been working for decades without proper wages or legal rights. This protest is for dignity, recognition, and justice,” leaders stated.

Focus on Policy Reform and Worker Rights
The agitation is expected to intensify discussions around labour rights, women workforce welfare, and public health infrastructure, as Anganwadi workers play a crucial role in supporting child nutrition, maternal care, and grassroots healthcare delivery.
