Early morning incident sparks outrage as woman confronts accused, raises serious concerns over safety at popular fitness stretch

Hyderabad: A shocking incident at Hyderabad’s Outer Ring Road (ORR) cycling track has triggered widespread concern after a woman alleged that she caught a man masturbating in a public space while she was out for her morning run.

The incident reportedly occurred at around 6:15 AM on Monday, when the woman arrived at the cycling track, a location widely used by fitness enthusiasts. Despite the presence of several people, the accused allegedly engaged in obscene behaviour, leaving the woman disturbed.

“The man was behaving inappropriately while the track was crowded. I wish I had recorded his face,” the woman said in a video shared online.

Woman Confronts Accused, Questions Safety
After witnessing the act, the woman followed the accused, who attempted to flee. Questioning societal attitudes, she pointed at her attire and asked, “I was running, what am I supposed to wear?”, highlighting the persistent issue of victim-blaming.

She also expressed concern over safety, stating that she usually prefers visiting the track only after sunrise, indicating a lack of consistent security even in prominent public spaces.

Social Media Amplifies Incident
The incident gained traction after being shared on X, where users questioned the gap between Hyderabad’s reputation for safety and real-life experiences.

A user wrote that while the city is often praised for being safe, “safety cannot be occasional, it has to be consistent,” tagging Cyberabad Police and urging authorities to take action.

Safety Rankings vs Reality
Hyderabad has been ranked among the top safest cities for women in India in the National Annual Report and Index on Women’s Safety (NARI) 2025, released by the National Commission for Women.

However, such incidents underline concerns that official rankings may not fully reflect ground realities, particularly in cases that go unreported or unaddressed.

Demand for Action and Better Surveillance
Residents and regular visitors to the ORR cycling track have called for increased surveillance, stronger police presence, and immediate identification of the accused to prevent such incidents in the future.

Authorities are yet to issue an official response, even as the incident continues to draw attention online.
