Parappana Agrahara Central Prison Faces Major Security Reset as Alok Kumar Pushes Sweeping Reforms
Bengaluru: In a major shake-up of Karnataka’s prison administration, senior police officer Alok Kumar has initiated sweeping reforms aimed at tightening security and improving inmate rehabilitation. The move comes after repeated reports of mobile phones being found inside prisons, especially at Parappana Agrahara Central Prison.
Authorities have signalled a strict “No Mobile” policy after repeated seizures of phones from inmates. Officials are now examining how communication signals remain active despite jammers being installed inside prison campuses.
Investigators suspect there may be lapses in jammer operations or technical non-compliance.
Service Providers May Face Action
Prison authorities have warned that telecom service providers could face legal action if they fail to ensure the proper functioning of anti-signal systems or are found negligent in maintaining restrictions around prison zones.
If networks can be blocked, they must stay blocked not only during inspections.
From Punishment Centres to Reform Centres
The Karnataka prisons department is also pushing a broader transformation agenda by shifting focus from punishment alone to rehabilitation and reintegration.
Inspired by models in Andhra Pradesh, officials have reportedly proposed starting petrol bunks to be managed under the department, where released inmates could be given employment opportunities.
Bakery Products by Inmates to Reach Public
Another proposal aims to launch dedicated outlets to sell bakery products made by inmates inside prisons. Officials say this can create skills, confidence, and income opportunities while improving public acceptance of rehabilitation programs.
Proposal Sent to Government
The reform package has reportedly been moved to the state government through the Home Department, and implementation is expected after approvals.
