The University Grants Commission (UGC) has permitted eligible higher education institutions to introduce one-year postgraduate (PG) programmes through Online and Open and Distance Learning (ODL) modes under the National Education Policy (NEP) 2020. The revised guidelines also specify institutional eligibility, student admission criteria, and academic standards.
New Delhi: In a significant move towards implementing the National Education Policy (NEP) 2020, the University Grants Commission (UGC) has approved the introduction of one-year postgraduate (PG) degree programmes through Online and Open and Distance Learning (ODL) modes at eligible higher education institutions. The decision is aimed at expanding flexible learning opportunities while maintaining academic quality and regulatory standards.
The UGC issued a revised circular on July 28, replacing its earlier notification dated July 24, and outlined the eligibility conditions, admission requirements, and academic regulations governing the new programmes.
UGC One-Year Online PG Courses Limited to Eligible Institutions
Under the revised guidelines, not all universities will be permitted to launch one-year postgraduate programmes immediately.
The UGC clarified that only institutions already authorised to offer two-year postgraduate programmes in a particular discipline will be eligible to introduce a one-year PG programme in the same subject through Online or ODL mode.
In addition, institutions must obtain prior approval from their statutory academic bodies, including the Board of Studies, Academic Council, and Executive Council, before introducing the programme.
Only UGC-recognised institutions already offering two-year PG programmes in a subject can introduce the corresponding one-year online or ODL postgraduate course.
NEP 2020 Eligibility Criteria for Students
According to the UGC guidelines, students seeking admission to the one-year postgraduate programme must have successfully completed a four-year Bachelor's degree with Honours under the National Education Policy (NEP) 2020 framework.
The Commission also clarified that admission norms for professional programmes such as MBA, MCA, and PGDM will continue to be governed by the respective regulatory authorities, and the existing eligibility requirements for those courses will remain unchanged.
Academic Standards and Regulatory Compliance
The UGC has directed institutions introducing one-year postgraduate programmes to strictly comply with the provisions of NEP 2020, the UGC Postgraduate Curriculum and Credit Framework, and the UGC (Open and Distance Learning and Online Programmes) Regulations, 2020.
The Commission stated that curriculum design, academic resources, teaching methodology, assessment mechanisms, and credit requirements must conform to the prescribed academic standards to ensure quality and uniformity across institutions.
Institutions must ensure that all one-year online and ODL postgraduate programmes comply with the prescribed academic framework and regulatory standards before commencement.
How does the one-year postgraduate programme work?
Under the revised UGC framework, only students who have completed a four-year Bachelor's degree with Honours under NEP 2020 will be eligible for admission to the one-year postgraduate programme. Universities that already offer a recognised two-year postgraduate course in the same discipline through regular mode may introduce the corresponding one-year programme through Online or Open and Distance Learning (ODL) mode after obtaining approval from their statutory academic bodies.
The one-year postgraduate programme follows the UGC Postgraduate Curriculum and Credit Framework and is designed to provide advanced academic study equivalent to the second stage of postgraduate education envisaged under NEP 2020. Students will complete the prescribed curriculum, credits, assessments and other academic requirements within one academic year. Institutions offering the programme must comply with the UGC (Open and Distance Learning and Online Programmes) Regulations, 2020, ensuring that teaching, learning resources, examinations and evaluation meet the prescribed quality standards.
Revised UGC Notification Replaces Earlier Circular
The latest circular issued on July 28 supersedes the previous notification released on July 24, reflecting the Commission's updated framework for implementing one-year postgraduate programmes under the NEP 2020 reforms.
The revised policy is expected to provide greater academic flexibility for eligible graduates while ensuring that universities continue to meet established quality benchmarks for higher education.
