Door-to-door enumeration under Census 2027 starts across five city corporations, citizens urged to cooperate as visits begin from April 16


Bengaluru: The first phase of the House Listing and Housing Census under Census 2027 commenced across the Greater Bengaluru Authority (GBA) limits on Wednesday, with officials confirming that all preparations have been completed for the large-scale exercise.


Addressing the media, Special Commissioner (Revenue) Munish Moudgil said that the enumeration drive will be conducted through door-to-door visits from April 16 to May 15 across five city corporations under the GBA.

“Enumerators will visit every household. If citizens respond promptly, the process will take only 5 to 8 minutes,” Moudgil said, urging residents to extend full cooperation.

23,000 Enumerators Deployed Across Bengaluru

Officials stated that over 23,000 enumerators and around 2,500 supervisors have been deployed for the exercise. Each enumerator has been assigned approximately 200 households, ensuring systematic coverage of all residential units.


The ongoing phase focuses on house listing and housing data collection, while the second phase of the Census is scheduled for April 2027.


Low Response to Self-Enumeration

Authorities revealed that the self-enumeration option, which was available until April 15, saw participation from less than 2 per cent of citizens. As a result, officials will now rely entirely on physical visits for data collection.


The administration emphasised that participation in the census is a statutory obligation under the Census Act, 1948, and warned that legal action may be taken against those who refuse to provide information.


Sticker System for Missed Households

In cases where residents are unavailable during visits, enumerators will paste a sticker outside the house containing a contact number. Citizens can use this to schedule a revisit with the assigned official.


Extended Timings to Improve Coverage

Enumeration activities will initially be conducted between 9 AM and 5 PM. To enhance accessibility, authorities plan to introduce extended hours after one week, including 6 PM to 9 PM and 6 AM to 10 AM slots.


Teachers Among Key Workforce

Out of nearly 26,000 personnel engaged in the process, around 10,000 teachers have been deployed. Meanwhile, 7,000 to 8,000 personnel have been exempted due to health conditions, pregnancy, disability, or caregiving responsibilities.


Call for Public Cooperation

Officials reiterated that with active public participation, the massive enumeration exercise can be completed efficiently and on schedule, forming a critical foundation for the upcoming national census.
