Bengaluru: The Karnataka School Education Department has ordered an inquiry into allegations that a derecognised private school in Bengaluru is refusing to issue Transfer Certificates (TCs) to students, potentially affecting their academic future. The directive comes after a complaint by a former principal accused the school management of withholding TCs, intimidating parents and students, and engaging in alleged irregular activities.


The Deputy Director of the Administrative Division, Bengaluru South District, has instructed the Block Education Officer (BEO) of K.R. Puram to conduct a detailed investigation and submit an urgent report on the matter.


What Happened in the Transfer Certificate Dispute?

The inquiry pertains to allegations against Samar International Islamic School, located in Hegde Nagar, Thanisandra, whose recognition has reportedly been cancelled. According to the complaint, students seeking admission elsewhere have faced difficulties obtaining Transfer Certificates from the institution.


The School Education Department has sought a factual report after receiving allegations that the school management has failed to comply with requests from students and parents despite repeated appeals.


Former Principal Files Complaint Against School Management

The complaint was submitted by Dr Khurshi Ashraf Iqbal, a resident of Mumbai and former Principal of Jamia Mohammadiya Mansoor Madrasa.

In his representation to the authorities, Dr Iqbal alleged that following the cancellation of the institution's recognition, the management began refusing to issue TCs to students and parents seeking academic transfers.

He further claimed that only three students received Transfer Certificates after approaching the High Court, while several others continue to face difficulties in securing the documents required for continuing their education.

"Students and parents are allegedly visiting the institution regularly seeking Transfer Certificates, but many continue to face difficulties in obtaining them," the complaint stated.

Allegations of Harassment and Academic Disruption

The complainant alleged that students and parents have been subjected to intimidation and discouraging behaviour when requesting Transfer Certificates.


According to the complaint, the refusal to issue TCs has disrupted students' educational progress and created uncertainty regarding their future academic admissions.


Iqbal further questioned who would take responsibility for the students' academic future if they are unable to secure admission elsewhere due to the absence of required documents.


The allegations have raised concerns about the rights of students enrolled in institutions that lose official recognition.


Claims Regarding School Registration and Foreign Funding

In his complaint, Iqbal also alleged that significant financial assistance is received from overseas sources for the education of underprivileged children associated with the institution.


He claimed that concerns regarding students studying in institutions not properly registered with competent educational authorities could create difficulties for higher education and academic recognition in the future.

According to the complaint, he was removed from the institution after raising these concerns and is currently pursuing legal remedies against the management.

It is important to note that these allegations are part of the complaint submitted to authorities and are now subject to official verification through the inquiry process.


School Education Department Orders Detailed Investigation

Acting on the complaint, the School Education Department has directed the concerned authorities to seek an explanation from the management, examine all allegations, and submit a detailed report supported by relevant documents and observations.


The inquiry is expected to determine whether any violations of educational regulations have occurred and whether corrective or legal action is warranted.
